Rotary Club of Cheyenne Earns Rotary Citation
The Rotary Club of Cheyenne earned the prestigous Rotary Citation for last year.  The following is the email to Past President Lori Garrison from PDG Steve Sehnert:
Dear Lori, Cheyenne Rotary Club President for 2023-24:

Congratulations! Your Rotary club has earned the Rotary Citation, the most significant award a Rotary club can achieve, for 2023-24.  This award is based on the goals you set in Rotary Club Central and then achieved a minimum of 13 of the 26 available goals - and the only club to achieve all 26 goals.

Your club has demonstrated a commitment to achieve their goals, which ultimately helps strengthen Rotary and shape our future.

On behalf of the entire District Governor line for District 5440, we add our thanks for your service and the positive impact you have had on your club and on Rotary International.

Attached, please find your club's Rotary Citation certificate for you to share with your club.

Tribute to Dr. Joe Devine
Joseph A Devine
Mary Guthrie delivered the following tribute to Dr. Joe Devine at our meeting on Wednesday.

Today we pay tribute to Dr. Joe Devine, a Rotarian who led a rich and rewarding life. Born in Cheyenne in 1927 into a strong Irish Catholic family, Joe’s roots in the community were deep. Some of his family members arrived in Cheyenne in 1911, and Joe would go on to make a lasting impact on the city he loved.
He graduated from the University of Wyoming and Creighton University, where he earned his Doctor of Dental Surgery degree. Both institutions later recognized him as a distinguished alumnus, a testament to his accomplishments.
In 1952, Joe opened his private dental practice in Cheyenne, where he quickly became beloved by his patients. His kindness, competence, and sense of fun made visits to his office a pleasure.
Joe was not only a skilled dentist but also a committed community member. He was Chairman of the Board of Trustees of Laramie County School District No. 1,  a member of the committee that supported  the bond issue for the Stage Two water project, and Chairman of the statewide Health Coordinating Council, among other activities.
Joe's professional achievements were equally impressive. He was president of the American Dental Association from 1986-1987, after many years of active involvement on various committees. His work with the ADA took him across the country, where he formed lasting friendships wherever he went.
For 44 years, Joe was an active Rotarian. He was a faithful attendee at weekly meetings and served on the Board and chaired the Picnic Committee for several years, hosting memorable gatherings at his cabin, where one of the highlights was taking children on fun rides in his old Jeep.  Joe also loved to give programs, particularly on St. Patrick’s Day, a nod to his proud Irish heritage.  When he was named Rotarian of the Week in 2012, he shared his love for Rotary and its fellowship.  He observed that he was glad that women had become members because he felt that they brought new energy and talent into the club.
Joe was known for his unique ability to laugh and enjoy life. His “gift of gab,” a trait well-known among Irishmen, made him a great storyteller and public speaker. He had an uncanny ability to create jokes, leaving everyone around him smiling.
One of my memories of Joe’s jokes involved John Ostlund, a remarkable Rotarian who was blind, and his guide dog, Russ, a yellow lab who seemed almost human. One week, as I was chatting with John and Russ before the meeting began, Joe approached us with a twinkle in his eye and quipped, “Do you know what you call a smart blonde?” Just as I was about to answer “Mary Guthrie,” Joe burst out, “Russ Ostlund.” Joe’s humor brought fun and joy to us all.
In honor of Joe’s proud heritage, I’d like to end with this Irish blessing:

“May you be in heaven an hour before the devil knows you’re dead.”

Rest in peace, Dr. Devine. And in recognition of his commitment and service to Rotary, Joe has been selected the Rotary Hero of the Week.
