Redemption as Public Safety

Redemption as Public Safety: Reforming Sentencing Through Evidence and
Restorative Justice
The American sentencing system often fails to achieve its stated goals of accountability, rehabilitation, and public safety. Mandatory minimums, overly long sentences, and limited opportunities for review frequently overlook human development, misjudge risk, and ignore the strong evidence supporting transformation over pure punishment. This session brings together a criminology professor from the University of Wyoming, Dan Fetsco, and two system-impacted practitioners, Mark Corbett and Tommy Rivera, who both served decades under an extreme sentence before release, despite many years of extraordinary development while incarcerated. Drawing from research and lived experience, we examine how sentencing practices can unintentionally harm communities, fail victims, and undermine long-term safety.
We argue that redemption is not a moral luxury but an evidence-based public-safety strategy supported by desistance research, restorative justice outcomes, and decades of recidivism data. The presentation outlines practical reforms—including periodic sentence reviews, individualized assessments, and restorative frameworks—that correct past injustices and create a more effective sentencing model. We offer a path toward justice that strengthens communities by recognizing accountability, growth, and the possibility of change.


 

The Program Last Week

The scheduled program canceled at the last minute last week and President Mary asked Clint Bassett from Cheyenne Board of Public Utilities to step in.  Clint gave a very good update of recent and planned activities for the utility.

Volunteer Opportunity
The Reading Under the Lights literacy initiative was spear-headed by Arp Elementary School teacher Sybil Bustos for the Laramie County School District 1 (LCSD1) South Triad community in Cheyenne, Wyoming.
Event Details & Overview
  • Purpose: The program aims to promote childhood literacy, foster family engagement, and build a unified sense of community among South Triad schools.
  • The Experience: K–5 students and their families gather under the stadium lights at South High School's football field (home of the Bison). Families bring blankets to camp out on the turf, share a meal, cuddle up to read together, and receive free books to take home.
  • Community Support: The event typically draws multi-generational attendees and heavily relies on local business sponsors, alongside organizations like the Cheyenne Rotary Club and Blankets for Laramie County Kids, to donate books and handmade blankets.
The exact date and time for the upcoming Fall 2026 event:  September 30, 2026 starting at 5:00 pm.
  • Book to be handed out to participants:  Salt in his Shoes:  Michael Jordan in Pursuit of a Dream.
Volunteer opportunities:
  • Hand out books to the kids
  • Help hand out food (hot dogs, etc.)
  • Help with reading passages from the book
